Are police killings of blacks more likely because of a policy sanctioned by the Supreme Court?

Chalres Blow, a NY Times columnist, writes that the standard set by the Supreme Court regarding use of deadly force by police leads to the killing of innocent black men. If Blow is right, what standard should be used? The police need to make quick decisions under trying circumstances. If a new standard were in place, what is the trade-off?
